Granting strong budgetary control to the legislature is widely recognized as a mechanism to ensure the establishment and strengthening of the rule of law in public finances. Historically, obtaining budgetary authority has cost the representative bodies an
immense effort. However, the levers of control over the management of public finances were gradually lost or voluntarily relinquished, and the importance of strengthening parliamentary activism in the process of public finance management is still relevant today to ensure the idea of parliamentary supremacy.
The article reviews the constitutional basis of the budgetary authority of the legislature, the dynamics of its acquisition and transformation, the mechanisms of parliamentary control. The article includes a brief comparative legal analysis of the budgetary powers of the legislature according to the model of state governance, while the main focus is on the challenges of the budgetary powers of the Parliament of Georgia and includes relevant recommendations.
